I've got a pair of Shimano MW80 boots which have a neoprene gasket which goes above your ankle to try and stop water going into your shoes - I've also tried neoprene covers on normal road shoes. Both of these end up with the water running down your tights and going inside the shoes. At this point, lots of people use Sealskinz socks but even then the water runs inside the sock and you end up with damp, cold feet.
