I've got a pair of Shimano MW80 boots which have a neoprene gasket which goes above your ankle to try and stop water going into your shoes - I've also tried neoprene covers on normal road shoes. Both of these end up with the water running down your tights and going inside the shoes. At this point, lots of people use Sealskinz socks but even then the water runs inside the sock and you end up with damp, cold feet.
These have 2 layers from the bottom of the calf - there is an inner thermal tight that is also a stirrup, and then the outer waterproof thermal which is like a gaiter. So with things like Neoprene shoe covers (or similar) you roll the gaiter up, put the shoes on as normal (and neoprene covers) then pull the gaiter down over the top of the neoprene shoe covers (or in my case the neoprene boot cuff), meaning the water runs down...
